DOCBOOK-APPS: FYI - FOP 0.20.1 is out

By the way, for those struggling with FOP, the folks there put out
a version 0.20.1 on August 13th.  I did not hear anything about it,
but when I went to install FOP on a system, I went to download and
found that 0.19 was no longer the most recent.
