Can't reproduce this.  On a clean install of Red Hat Linux 7.1, 'make
selfdocbook.pdf' works fine for me when I unpack
<URL:http://cyberelk.net/tim/docbook/selfdocbook.tar.gz>.

(It also works after I rebuild the format files, of course.)
