Nope. Second half is the subject. Envision it like this:

      Is the beginning of this question "is the beginning of this
question"?

Compare,

      Is the beginning of this sentence is the beginning of this sentence.

Which can be read

      "Is the beginning of this sentence" is the beginning of this
sentence.
