DOCBOOK-APPS: Generating xhtml javahelp

How would one go about generating xhtml javahelp?
The html transitional it produces now is too loose for
my needs.  I tried changing the line:

<xsl:import href="../html/chunk.xsl"/>

to

<xsl:import href="../xhtml/chunk.xsl"/>

but this still produces transitional html.
