Extra <div> under headings in chunked

I am chunking xhtml output using 1.60.1 and now 1.61.0 and get an extra set of <div> just following each heading.

This occurs in both xhtml or html versions using the chunk.xsl

I have been through the sections.xsl where this all seems to be occuring but can't identify the source of the extra element to correct this in a customization.

Assistance appreciated.
