RE: [docbook-apps] HTMl-output of simpara <-> para

Yes.  The stylesheets detect the single <simpara/> element, and don't
generate the enclosing <p/> around the content in the HTML.  On most
browsers, this causes the list to show up without space.  (In most browsers,
the <p/> element by default has a top and bottom margin, the <li/> element
doesn't.)
