I see that I was able to get a bitmap working with fop--now that I think back, I had to be sure that the size of the image matched the size of the page-width and page-height. Anyway, this will work as long as you can have 0" margins. I don't know if your situation allows that.

Tried it, but doesn't work.
FOP also gives me:
[ERROR] property - "background-position-horizontal" is not implemented
yet., etc.
