This <xsl:if/> check both conditions, not only
$suppress.homepage.title.

You can debug templates by inserting
<xsl:message terminate=yes>
<xsl:value-of select="$autolayout/autolayout/toc[1]/@id"/>
<xsl:text>&#10;</xsl:text>
<xsl:value-of select="$id"/>
</xsl:message>
