Actually, there is no such parameter, but it would make a fine
feature request on the DocBook SourceForge site. 8^)
You can turn off headers and footers in a customization layer
by defining a couple of templates as empty:
<xsl:template name="header.content"/>
<xsl:template name="footer.content"/>
