The problem was that it isn't enough to put a config like this
<config param="rcsdate" value="$Date: 2004/02/24 13:24:34 $"/>
into the layout.xml file, and expect it to be used for the entire
website.
Each individual website file, has to have an rcsdate config parameter,
and it's the value of this parameter that's shown in the generated
HTML file's TOC footer.
