Those aren't Control-A's you are seeing, they are the UTF-8 encoding of the
non-breaking space character (00A0 in Unicode). The two-character sequence
in UTF-8 encoding is C2 and A0. Most browsers support UTF-8, and the XHTML
output should indicate the encoding with:
<meta http-equiv="Content-Type"
content="text/html; charset=UTF-8" />
That should be enough for the browser to recognize the character as a space
character, not as an unknown character. What browser are you using?
The reason the nonbreaking spaces are output to empty cells is because some
browsers don't properly handle cell border display for truly empty cells.
