html meta tags.

Using website, I can directly create tags which result in html meta
tags.
<config param="rcsdate" value="$Date: 2003/01/16 15:05:46 $" />


Is this possible with a 'book' document root element, or article please,
using the xslt docbook stylesheets? 
Perhaps as a customisation?
