I might add that all the other chunked pages are proper html pages, just not
the separate toc page resulting from a manual toc.

hello.

I'm doing a manual.toc following the instructions on
http://www.sagehill.net/docbookxsl/Chunking.html (Manually control chunking)

I'm using Saxon

But for some reason, my toc page is just a div section, there isn't any
<html>, <title>, or <head> tags..

Is this intended? or did I mess something up?
