Well, that is a pretty significant difference. You're also using
xsltproc, right? Did you happen to run it with the --norman
(a.k.a. --profile) switch? Or can you please run it with that
switch the next time you do a build? It would be good to have that
data so we can confirm whether or not the cause is actually the
apply-annotations template in your case.
Also, it would be great if you could process your doc using Saxon,
both with 1.69.0 and 1.68.1 and check to see if you also see a
significant difference there.
