Section titles in PDF output using FOP

I'm attempting to generate PDFs using docbook and the FOP processor but 
my sect1 titles are appearing smaller than the sect2 titles in the output.

Stylesheets: 1.69.1
FOP: 0.20.5

What do I need to customize to change this?
