Docbook TOC not rendered correctly using XSL and FOP

Hi,

I'm making a Docbook document and the table of contents is rendering 
incorrectly. The top-level elements (chapters for books or sections for 
articles) are further to the right than their children subsections. This 
only occurs when generating PDF's using the fop stylesheets.

Does anyone have any suggestions?
