Annotating PDF files

Is it possible to use DocBook XML to create PDF files that can be
annotated in a PDF reader (adding comments, typically used for
proofreading and collaboration)?

(I don't, of course, expect the annotation to go automagically back to
the DocBook XML source...:-)  I just want human readable comments in
the PDF files)
