That feature has not been implemented in the stylesheets, so 
there is no parameter to turn it on.  You could file a feature 
request on SourceForge.

You could customize the templates for footnote in fo/footnote.xsl 
if you want to implement it yourself.

How does one create a hyperlink from a footnote marker to the 
actual footnote in XEP transformations similar to HTML 
transformations?

Is there a stringparm that must be set?
