Yes, that's correct. Adobe Reader 7.0 can read comments created
in Acrobat 7, but it cannot create comments. I think the
annotation feature is a "value-add" that Adobe uses to sell its
non-free Acrobat versions.

If you're using Adobe Acrobat, you have special powers. I don't
believe
Adobe Reader can do it.
