Indeed, Innodate Isogen (Eliot Kimber's employer) has open sourced a set of 
Java classes (their Internationalization Support Library) for 
internationalized back-of-the-book index processing.  Here is the 
whitepaper describing it:

CJK languages are not yet supported by autoidx-ng.xsl stylesheet. But I
think that Bob has successfully integrated CJK indexing solution from
Eliot Kimber to the stylesheets. Hopefully, Bob will disclose whether
his solution is available for public.
