height of rows in tables

Hi

Is there anyway I can specify the height of a row in a table?  Rather like

<colspec colname="c8" colwidth="2.5*"/>

I see no way in CALS to control this.  <rowsep> of course just 
controls ruling below.

One possibility: is there any way I could customize the size of text 
in a row - perhaps using something like <row mode="narrow"> - or even 
<entry mode="narrow">

What I'm trying to do is separate sub-tables within a table with 
narrow columns and empty rows (with appropriate <colsep> and 
<rowsep>).  I don't want to use tables within tables to do this as 
there are about 250 of these sub-tables.

Any suggestions appreciated.
