Force TOC and Chapter 1 on odd pages with $double.sided=0

I am using a single sided ($double.sided = 0) layout because I don't want
blank pages between chapters if the previous chapter happens to end on an
odd page (this is not a standard book). However, I do want the Table of
Contents to begin on an odd page and I also want the first chapter to begin
on an odd page.

Right now I have a single page title page and a single page table of
contents. The TOC gets placed on the back of the title page. Is there a
template I can override to force the TOC and chapter 1 to begin on an odd
page?

I already have a customization layer that customizes the title page and the
table of contents.

Any help would be appreciated.
