examples always getting keep-together.within-column="always" with 1.72.0?

I just upgraded my base xsls to 1.72.0 and it looks like the outer most fo:block around examples are getting a keep-together.within-column="always". I'm looking around and am not sure where this is coming from. Anybody ideas? Or if you can't reproduce this, that would be useful info too.
