Some DTDs are written with parameter entities where the element names go. 
By declaring new values for the entities, you can rename elements.

The TEI DTD is one example.  Here is a LiveDTD version. Follow the links 
and you can see where things are declared.

But the DocBook DTD was not written using PEs for element names.
