For tables using HTML markup, the frame="hsides"
should work, but it currently is not implemented in the stylesheet. You
could bug report that one.

frame="topbot" and it doesn't seem to work. I'm using xslt,
docbook5-xsl-1.72.0, fop 0.93 and docbook 5.0.
