keep together unless

I was just thinking it would be nice to have an fo attribute that
takes a specification for the maximum amount of whitespace a
keep-together "operation" would create. If the amount would be
exceeded, then the objects should be broken to prevent the appearance
of lots of whitespace.

Whaddaya think?
