About 5 minutes after posting, I discovered what I was doing wrong - sorry.
To answer my own question, I should have used, for example:

  <xsl:attribute-set name="glossary.titlepage.recto.style"
use-attribute-sets="heading1.style">
  </xsl:attribute-set
