But the titlepage information is separate from the 
TOC.  Removing the TOC should not eliminate the titlepage information.

I think that rule might be coming 
  from the template named book.titlepage.separator in 
  html/titlepage.templates.xsl.  Try setting that to an empty template in

We don’t need the TOC here, the 
    TOP is on the left frame anyways.

    
But when I remove the TOC, on 
    the title page there is still the top rule
