Try this:

 

<xsl:attribute-set 
name="section.title.properties">
  <xsl:attribute 
name="clear">both</xsl:attribute>
</xsl:attribute-set>

 

The clear property on a block is to prevent the 
text from being positioned next to a side float.  The "both" means both 
right and left floats.

Here's a fragment of by book and screen shot of the output. Is 
  there a way to format the document or the stylesheet to let the <sect2> 
  "Re-Bounding Benefits..." Start on it's own line and not withing the float 
  area?
