changing output of chars in <quote>

Hi,

How can I change the 
character output of <quote></quote>? 

So far the quotation 
marks appear as '&#x22;' ("). My intention is to let them look 
like '&#x201C;' (“) and ''&#x201C;(”).

I couldn't find the 
proper position in the docbook files to manage 
customization.
