Yes, this can be done.  The 
$default.float.class parameter determines where a float is placed if not 
otherwise specified.  If the value is different in your HTML and FO 
processing, then you should get different results (unless you are using the 
floatstyle attribute on each float, in which case the default value won't be

Note that the value for top of page is "before", 
the designation from the XSL-FO standard.

Is there a way to float a figure/table/graphic in print (say to 
  the top), but have it not float in the HTML output?  I am assuming that 
  these are set separately, depending on the output and therefore probably don't 
  effect one another.
