Now I find a way to solve the Problem. This is the code that work fine.

select="count(preceding-sibling::row)"/>

  </xsl:variable>

  <xsl:if
test="$tbl_num_row
&lt; 2">

          <xsl:attribute
name="keep-with-previous">always</xsl:attribute>
