Make Fop skip missing image files?

We are evaluating deltaxml to generate change markup. This works very well except when we delete images from a document. Fop will fail because the generated delta docbook will contain a reference to the image, but the workarea no longer contains it.

Is there a way to make Fop skip missing image files?
