Perhaps some of the blank pages are due to setting 
the stylesheet parameter double.sided to 1?  That is not the default value, 
though.  When set to 1, each page sequence is forced to end on an 
even-numbered page, which may require inserting a blank page.  But it would 
not put a blank page before and after each chapter.  

 

Are you working with a customization layer?  
What XSL-FO processor are you using?
