HTML and CSS

Hey guys!
I am trying to style my html output with an css-file.

If I want to make the css gloabl for all html outputs. Should I put an 
new parameter for the the phing shell script (buil.xml)? Is this the 
best way? or is there a possibility to link the css to the html.xsl?
