I think I replied to Scott yesterday. I proposed /docbook/docbook/relaxing/publishing
and /docbook/docbook/relaxing/legal

I suggest that you mirror the /docbook/docbook/relaxng/docbook structure:

  .../src
  .../build
  .../spec
  .../tests

I can help get the build system working.
