The CDC PHIN documentation says that it is required to implement "PHIN CAP" 
and points to the PHIN Communication and Alerting Implementation Guide 
from the page http://www.cdc.gov/phin/architecture/implementation_guides/ 

It would be great if you can find an appropriate person at CDC to talk 
about what they are doing with CAP!
