[dss] EML timestamp using XML

All,

As per the last DSS TC meeting I agree to send the TC information on the XML
schema for timestamps that was developed by the  OASIS election services
for EML (Election Mark-up Language).

See "Appendix C: The Timestamp Schema" in the attached EML specification.
