core-spec-wd-03

I updated the core spec with some bibliographic references, and Tim's text 
on the Timestamp-token (except for the example, which I had trouble fitting 
in, so I'll add later).  The only change made was to capitalize the names 
of elements and types, for consistency with our other stuff.

Here's the schema for the Timestamp-token:

It's called version 3 just to be consistent with the core spec version.  I 
uploaded a new core schema for the same reason.  Also, I changed the names 
on the requirements doc and object naming guidelines doc to be consistent 
with the naming guidelines.
