Review of Agreement Update specification PR draft

Dear all,  I did a review on the PR draft of the Agreement Update specification, see the attached document for my comments. Some of the comments were also in my review of the earlier WD version, I however included them again in this version because I think some may need to be reviewed and discussed by other TC members as well.
