RE: Inneficient XML cross post OR redundant encapsulation

ebXML-Transport issue, and questionably a Requirements issue, so I have
chosen to respond only to Architecture.

1. The ebXML transport group is responsible for construction of the
messaging.
2. The requirements group must make sure that the needs of business are
being met in the ebXML messages.
