The current XML Schema WD [1] in Section 4.1 XML Representations of Schemas
supports the version attribute for the schema tag:

<xs:schema
    xmlns:xs="http://www.w3.org/1999/XMLSchema
    targetNamespace="http://dublincore.org/dcmes"
    version="1.1">
  ...

</xs:schema>


Is that what you mean by versioning?
