Issue list

Attached you will find my proposal for a TechArch issue list, as discussed
in Brussels. The background is that I fear that we sometimes lose
interesting issues and threads because of the mere volume of emails. For now
I send it on the list server, so any additions or changes you wish to make
should be sent to me. In the future, though, I hope to have this posted on
our web page.
