I agree that the MS enforces parts of the TPA, BUT under the control of the Business Service Interface and not by itself. I mean, the BSI uses the MS to manage things that are specific to the MS and that would not make sense to be managed elsewhere: but this does not mean that the MS enforces the TPA.
The TPA as a whole is enforced, IMO, by the BSI (policy manager) using the services of the MS.
I do not want to make a whole point of this. My real point is that the MS by itself does not know how to enforce the TPA.
