I reiterate the comments I sent earlier. SHALL is inappropriate
in this context. I prefer the following substitution text:
Each Trading Partner MAY register one or more CPP documents with an ebXML
compliant Registry system. Trading Partners MAY create more than
one CPP document in instances where they deem it necessary to meet
their business needs
