Does Belgium Require a VISA for American Passports?

Does Belgium require a visa for American Passports?  I didn't see any
instructions for contacting a consulate on the ebXML Web Site for the
Brussels meeting.

Also, does anybody have recommendations for inexpensive, yet non
flea-bag, accommodations within Brussels, with easy access to the
Diamant Conference Center, which were not listed on the ebXML web page?
Can these be added to the suggestions on the meeting announcement page.
