Metamodel policy; TP security

As promised, attached are:

1. A terse summary of policy specification in the Collaboration Metamodel,
to be understood in the context of the overall Metamodel document.

2. The (rather long) minutes of the TP team's Tokyo meeting, with relevant
discussion on policy, including a section on Security that relates security
aspects of BP, TP, and TRP.
