first half of BP spec

Hi,
here is the first half of the BP spec we are getting ready for QR.
It provides enough overview to put perspective around the Bp to TP
relationship. I am still cut-and-pasting the second half which will define the
detail semantics.

Again, we have a tight deadline, so feedback is needed Friday 22nd.
