Attached are the current drafts of the negotiation specification and
negotiation futures document for your review. The main missing items are
the NDD schema and instance example, the message schema, instance example
and discussion, and descriptive text for the NCPA.

It's time for a thorough review of the draft. Remember that we have
targeted late December for something that we can submit for approval.

Please pay special attention to the comments in bold italic caps.  The
point out places where material is missing or decisions have to be made.

Please review the NCPA in as much detail as you can.  Among other things,
look for bootstrap issues.
