RE: [ebxml-dev] if the request sending party is not recognized?

You should be able to pick up the ID from the CPA.  If that does not match the
message, you could send an error of NotRecognized or Inconsistent or you might
choose not to respond.  This could be a Spam message intended to create a
Denial-of-Service and the best response might be none.
